The Sports Wagering Application Review Commission (SWARC) will conduct a competitive process to award up to 30 Class B retail licenses and up to 60 mobile licenses. On July 13, 2022, SWARC approved proposed regulations to govern the application process, and those regulations were published in the Maryland Register on Aug. 26, 2022.
Opportunity for Public Comment
Written comments on SWARC’s proposed regulations will be accepted for a 30-day period from Aug. 26, 2022 through Sept. 26, 2022. Comments must be received during this 30-day period in order to be considered. Comments will not be accepted by phone.
All comments regarding the proposed regulations that are received from Aug. 26, 2022 through Sept. 26, 2022 will be published on swarc.org after the 30-day public comment period has ended.

Public Comment Meeting
Comments on SWARC’s regulations were accepted during a public meeting held at 11 a.m. on Sept. 9, 2022 in the Auditorium on the first floor of the Montgomery Park Business Center, 1800 Washington Blvd., Baltimore, MD 21230.
Any amendments to the regulations requested during the public comment period must be considered by SWARC. If accepted, the changes would be incorporated into the regulations and then the final version of the regulations will be published in the Maryland Register, and will become effective 10 days after publication.
